cause to indict. This is the means whereby a prosecutor
may seek felony charges; however,
a Grand Jury may indict a case as a felony or as a misdemeanor,

Bill a case – meaning they find there is not probable cause
and the prosecutor may not
proceed with criminal prosecution.
A person who is the subject of a Grand Jury proceeding should
receive notice of the hearing
and has a right to present evidence for the Grand Jury to
consider in its determination.
Because of the right to present evidence, it may be beneficial
